TACTICAL TEAM LEADERS (TTLs),
TACTICAL LIAISON OFFICERS (TLOs)

This intensive 5-day program is designed for experienced tactical operators preparing for leadership roles, newly appointed Tactical Team Leaders (TTLs), Tactical Liaison Officers (TLOs), and seasoned tactical leaders seeking advanced professional development. The course develops the leadership, decision-making, and operational management skills required to effectively command tactical teams and provide sound advice to Critical Incident Commanders (CICs) during high-risk incidents.

Participants will examine the full spectrum of tactical team leadership, including building and maintaining a healthy team culture, managing misconduct and workplace injuries, recruitment and selection, training programs, specialty capabilities, equipment management, and tactical unit organization. The program also explores the legal framework governing tactical operations, operational planning for high-risk warrant service and arrests, tactical risk management, and structured decision-making under pressure. Through facilitated discussions, agencies will exchange proven tactics, equipment, and operational best practices to enhance their own team capabilities.

The course places significant emphasis on the Tactical Liaison Officer's role within the Command Post, strengthening participants' ability to integrate tactical operations with overall incident command while providing clear, defensible recommendations to commanders. Leadership principles are reinforced through detailed analyses of complex barricade, hostage rescue, and active deadly threat incidents, allowing participants to evaluate operational decisions, identify lessons learned, and apply evidence-based practices to future deployments.

Throughout the week, participants will examine a series of critical incident case studies from across North America, providing valuable insight into tactical leadership, command decision-making, organizational culture, and post-incident review. By combining practical leadership principles with real-world operational experience, this course equips tactical leaders with the knowledge, judgment, and confidence necessary to lead high-performing tactical teams in today's increasingly complex operational environment.

Instruction is delivered by experienced tactical commanders who have led police tactical teams through some of Canada's most complex critical incidents, providing participants with practical lessons grounded in real operational experience.
