The first moments of an in-progress critical incident can shape every outcome that follows. Initial police actions, including early communication with a criminal suspect or person in crisis, can significantly influence public safety, officer safety, and the overall trajectory of the incident. Before specialized resources arrive, first responders are often required to establish direct contact with subjects. Whether driven by tactical necessity or opportunity, these early interactions demand sound judgment, advanced communication skills, and the ability to manage risk under intense and rapidly evolving conditions.

The Front-line Negotiator Course (FNC) is a two-day intensive program designed for frontline patrol and tactical team members who may assume a primary communicator role during the first hour of a critical incident. Drawing on proven practices from experienced crisis negotiators and incident commanders, the FNC equips participants with practical operational skills to stabilize situations, reduce risk, and create conditions for safer resolution.

Participants learn to communicate effectively under stress, manage emotional intensity and volatility, gather and assess critical intelligence in real time, and support critical incident management objectives.

The FNC is a strategic investment in frontline capability that strengthens organizational critical incident response capacity and contributes to safer outcomes for both the public and police.

Negotiator Instructor
Deputy Chief Robert Warren (Retired) served 24 years with the Saanich Police Department as GVERT Crisis Negotiation Team Leader, Critical Incident Commander, and Public Order Gold Commander. Prior to policing, he served as an Artillery Officer in the Canadian Armed Forces and holds an MPA from the University of Victoria.

Inspector Sean Pollock (Retired) served 24 years with the Winnipeg Police Service, including 11 years with the Crisis Negotiation Unit (7 as team coordinator) and as Divisional Commander of Operational Support. He is a Critical Incident Commander, member of the National Tactical Officers Association instructing cadre, and author of "Answering the Call: Lessons Learned as a Crisis Negotiator."
