NEGOTIATOR LIAISON OFFICER /
NEGOTIATOR TEAM LEADER

This 5-day advanced program is intended for crisis negotiation team leaders and experienced negotiators serving as Negotiator Liaison Officers (NLOs). Participants will strengthen their leadership, communication, and analytical skills needed to guide Crisis Negotiation Teams (CNTs) during critical incidents and to provide clear, informed advice to Critical Incident Commanders (CICs).

The course deepens the NLOs’ understanding of CIC and Tactical Liaison Officer (TLO) roles and responsibilities and offers practical strategies for effective collaboration in critical incident management. Participants will also learn how to work seamlessly with mental health professionals (MHPs) to develop risk-informed negotiation strategies and deliver reliable, defensible recommendations to commanders throughout an incident. NLOs will receive refresher training in kidnapping protocols and substantive training in responding to police oversight investigations stemming from critical incidents and CNT operations.

Leadership development is at the core of this training. Participants will sharpen the skills that drive CNT excellence and receive actionable guidance from seasoned negotiators and commanders on building high-performing teams, leading through high-stress situations, and safeguarding negotiator mental health and resilience.

Inspector Sean Pollock (Retired) served 24 years with the Winnipeg Police Service, including 11 years with the Crisis Negotiation Unit (7 as team coordinator) and as Divisional Commander of Operational Support. He is a Critical Incident Commander, member of the National Tactical Officers Association instructing cadre, and author of "Answering the Call: Lessons Learned as a Crisis Negotiator."

Negotiator Instructor
Deputy Chief Robert Warren (Retired) served 24 years with the Saanich Police Department as GVERT Crisis Negotiation Team Leader, Critical Incident Commander, and Public Order Gold Commander. Prior to policing, he served as an Artillery Officer in the Canadian Armed Forces and holds an MPA from the University of Victoria.
