CRITICAL INCIDENT
COMMANDER

The CIC Course is geared toward senior officers seeking
certification as a Critical Incident Commander in Canada. This 2-
week course covers all aspects of critical incident management,
including command post set-up, SMEAC, mission statements, call
classification, rules of engagement, safety priorities, note-taking
and scribes, NRA decision making, use of SME’s (mental health
professionals, detectives), and legal authorities.

The course focuses on the “Big 3” call types – barricades, hostage
rescue, and active deadly threat – and describes the tactics to
manage them.  The course also covers commander considerations
for less lethal options (including chemical munitions), open air
options, mobile arrests, breaching, and sniper capabilities.

The course also provides an in-depth analysis of the law in Canada
relating to critical incidents and tactical response. This course will
place a significant emphasis on the workings of the command
triangle, making command decisions with input from tactical and
negotiators, and managing a full command post for challenging
and protracted calls.
